How a transfer works
- The seller creates the transfer and manifest in Metrc: one manifest for each receiving licensee.
- A licensed transporter agent drives it to you in a locked container, out of public view, in a GPS-tracked vehicle.
- You physically receive the product and check the contents and batch numbers against the manifest.
- You print, sign and keep the manifest, then accept the transfer in Metrc.
OMMA says licensees may not accept an incoming transfer until the contents and batch numbers have been physically received and verified and the manifest is signed.
What the manifest must list
- License numbers, names, addresses and contacts for the seller and for you
- The transporter’s details, if a different licensee is driving
- A complete inventory by weight or unit, by product type, with batch numbers
- The transport date, departure time and estimated arrival time
- The names, signatures and transporter agent license numbers of the people delivering
- The names, titles and signatures of the people accepting delivery
Those items come from OAC 442:10-3-6. OMMA has said that when Metrc’s printed manifest leaves off batch numbers, licensees may handwrite them before the product ships.
Before you accept
- Count or weigh every package against the manifest.
- Match each Metrc package tag to the manifest.
- Match the batch number on the label, the COA and the manifest.
- Confirm you have the passing COA for every harvest batch.
- Check the flower is pre-packaged in 0.5 g to 3 oz units with the required labels, including the driving warning required since November 1, 2025.
- Sign the manifest and accept in Metrc.
Rejecting all or part of a delivery
- Refuse any product that arrives without a manifest.
- Nobody may change the manifest after the product leaves the seller, except to add the acceptor’s details or record a rejection.
- Record a rejection on the manifest with your information, the rejected inventory and batch numbers, and the date and time.
- Rejected product goes straight back to the seller, who still owns it. Product refused only for a packaging or labeling problem and returned right away is not treated as waste.
Pre-packed flower in Metrc
Each wholesale package holds a single harvest batch. Pre-packaged flower is tracked in Metrc by weight, not by unit count, and dispensaries may open pre-packaged flower only to make sample jars or non-infused pre-rolls.
Records to keep
- Signed manifests and transfer records: 7 years
- COAs for every batch you received: 7 years, on site
- Inventory reconciled in Metrc at the close of each business day
How our deliveries work
Premium Organics delivers with its own licensed transporter agents. Every manifest lists batch numbers, every harvest batch ships with its COA attached in Metrc, and deliveries arrive within 24 to 72 hours depending on your zone.
Questions buyers ask
Can a delivery arrive without a manifest?
No. Oklahoma rules require the receiving licensee to refuse product that arrives without a manifest.
Can the driver change the manifest at our door?
No. After the product leaves the seller, the only additions allowed are the acceptor’s names and signatures, or the record of a rejection.
Who owns product we reject?
The seller. Rejected product returns to the originating licensee, which keeps legal ownership.
How long do we keep manifests?
Seven years.
