What the rule says
Starting June 1, 2025, processors and growers may sell flower-based products to dispensaries only in pre-packaged form, in units from 0.5 gram to 3 ounces. Dispensaries had until November 1, 2025 to sell or waste any bulk inventory they received before the change.
- Covered: flower, trim, shake, kief, and noninfused and infused pre-rolls
- Package: child-resistant, may be clear, placed in an opaque exit bag at the sale
- Labels: applied by the seller before the transfer, including the driving warning required since November 1, 2025
Can a dispensary still buy bulk flower?
No. A dispensary cannot buy flower by the pound and portion it into its own containers. Packages arrive retail-ready, and the dispensary may not open or alter them, with two exceptions: filling display sample jars and rolling noninfused pre-rolls.
Under the 2026 rules, a display sample jar can hold up to 3.5 grams for patients to see and smell. It comes from inventory the dispensary already bought and is not for sale.
Who can still buy by the pound
Pre-packaging applies to sales to dispensaries. Growers can still transfer flower to processors in larger lots, and harvest batches sold to a processor for concentrate can run up to 50 pounds. Processors buy bulk flower and shake to make pre-rolls and other products, then sell those to dispensaries pre-packed.
House brands under the pre-pack rule
A dispensary that wants its own brand on the shelf now has the grower or processor pack it. With white-label packaging, the supplier weighs the flower into your bags, applies compliant labels and ships it ready to sell. Product that arrives packed or labeled wrong can be returned to the seller instead of wasted, and the return is recorded in Metrc.
