A 100-point scorecard for choosing a wholesale flower vendor

Gut feel picks vendors; a scorecard keeps them. Score each vendor on the same nine lines, add it up, and score again every quarter so shelf space goes to the product that earns it.

How to read the score

ScoreWhat to do
85 to 100Core vendor. Give it the best shelf spots and reorder on a schedule.
70 to 84Keep it, and raise the weak line with the rep before the next order.
Below 70Replace it at the next reorder.

Measuring sell-through

  1. Record the units you received from each delivery.
  2. Count units sold at day 7 and day 14.
  3. Divide units sold by units received for each product.
  4. Compare each product against the average for its category on your shelf, not against other categories.

Red flags

  • No COA, or a COA that arrives after you accept the transfer
  • Batch numbers that don’t match across the label, COA and manifest
  • A vendor that can’t say what strains it will have next month
  • Labels missing the required warnings, including the driving warning required since November 1, 2025
  • An offer to sell your store flower by the pound to repack, which Oklahoma has not allowed since June 1, 2025

Questions buyers ask

How often should we score our vendors?

Every quarter, and whenever a vendor changes pricing, packaging or delivery. Use the same scorecard each time so the scores compare.

Which criterion matters most?

Sell-through, at 20 points. A compliant, fairly priced product that sits on the shelf still costs you money.

How do I check a vendor’s license?

Look the business up in OMMA Verify, inside the OMMA MedPortal, and confirm the name, license number and expiration date before any transfer.
